　BEBというのは、「Budapest unified/combined passes」のことで、ブダペシュト市外のBKVの全路線と、特定のハンガリー鉄道・VOLÁNの路線にも乗れます。
「valid on all lines of BKV Ltd. and on allotted lines of MÁV-START Zrt. (Hungarian Railways) and VOLÁN (yellow buses) beyond Budapest」、

　BKVのみのBudapest全路線用パスだと、郊外電車HÉVはブダペシュト市域内の最終駅まで有効、その他の路線は市域を越えた後の最初の停留所まで有効です。
「valid on the entire length of trolley bus, tram and metro lines, as well as on the Millennium Underground and the cogwheel railway on the entire length of the line, but on bus lines only to the first stop after crossing the administrative boundary of Budapest and on HÉV (suburban railway) lines to the last stop within the administrative boundary.」

　今年施行の新ルール下での14日用パス購入手続(写真の準備が必要なのか、必要だとしたらどのサイズなのか、写真カード作成に手数料が必要か、等)について、私は残念ながら存じ上げません。BKVサイトの情報からも、あまり明らかではありません。この点については、今年に入ってから購入した方のレスを期待します。
　以下、長いですが、BKVサイトからの抜粋です。私の解釈が正しいという保証はないので、是非とも一次情報でご確認下さい。
「Photo passes consist of a card with a photograph and a pass valid for a given period of time and they together entitle passengers to travel. Adults must purchase a general card for full price passes, senior citizens (up to the age of 65) and pensioners must obtain a pensioner's card for pensioners' passes at the ticket office. Students must place their student's pass in the same wallet as their valid student card.
Pass owners should write their card number on the pass legibly in ink. Students must write their student card number on their student pass legibly in ink, 'BEB' (Budapest unified passes) passes may be used with the traditional BKV card and BKV pensioner's card, student's card or Volán BKSZ Certificate for Employees that can be obtained at Volán Zrt. ticket offices. 」


　尚、単なる個人的見解ですが、自分で写真を持参する場合、パスポートサイズを持参すれば、多少の違いがあっても恐らく対応可能だと思います。それが駄目でも、主な駅の証明写真機ですぐ撮り直せます。
　また、「写真カード+パス」という発行形式は他の中欧の都市でもありますが、他都市の例から推察すると、初回購入時に写真付IDを持参する必要があると思われます。
